Counties cannot take the place of state environmental agencies or state health departments. They have the authority to make extra rules, but the vast majority of counties do not do so.
Because the shipper (i.e. the waste generation) bears the responsibility of compliance, fines for noncompliance are often imposed on the waste generator.
